The Commission on Elections (COMELEC) is the sole government agency created by the Constitution and charged with the enforcement and administration of all laws governing the conduct of elections, plebiscites, initiatives, referenda, and recalls. This mandate includes, among other things, the responsibility to implement effective measures to minimize election spending.
After the 2010 National and Local Elections, the Commission undertook an extensive study of all existing laws and regulations relative to election spending and the disclosure by candidates of their campaign expenses.
Having substantially completed that study, the Commission’s Campaign Finance Unit (COMELEC-CFU) has prepared the Draft Rules and Regulations Governing Campaign Finance and Disclosure which is available on the COMELEC website at www.comelec.gov.ph – and on this blog – for public comment.
All stakeholders and members of the public are invited to:
1. Submit their written comments by no later than Thursday, 19 April 2012; and/or
2. Make oral representations at the scheduled public hearing

The public hearing, organized by the COMELEC in cooperation with the Association of Schools of Public Administration in the Philippines, on the Draft Rules and Regulations Governing Campaign Finance and Disclosure will take place on Friday, 20 April 2012, at the 7th Floor, Promenade Hall, G-Hotel, Roxas Boulevard, Manila; from 8:00 AM to 12:00PM.
Members of the public and stakeholders wishing to attend or to present their views at the hearing, must forward their details and copies of their position papers and/or written comments by Thursday, 19 April 2012, to the COMELEC-CFU Secretariat at: Fax No.:+63.2.524.2565; email: comelec.cfu@gmail.com.
